The revision of the German Offshore Wind Act in July brought a significant expansion of the volume targets universally welcomed by the industry as well as some hotly debated changes to the auction mechanism that drew a markedly more mixed response from stakeholders. The September 2022 auction continued the trend of zero bids and the use of step-in rights where these have been granted showing continued investor interest. On the other hand, the EU plans for a market intervention and a de facto ex post introduction of a CfD for existing wind farms (a mere three months after the German parliament had rejected it even for new wind farms) are set to introduce significant new challenges. In this webinar, WFW Regulatory Partner Dr Christine Bader and NERA’s Associate Director, Dominik Huebler, present a perspective on the latest changes to the German Offshore Wind landscape from legal and economic perspectives.
