Es besteht die Möglichkeit, Anträge auf eine Baugenehmigung für die Errichtung eines Offshore-Windparks im Gebiet Saare 7 westlich von Saaremaa einzureichen.

(WK-intern) – Die Verbraucherschutz- und technische Regulierungsbehörde (CPTRA) von Estland gibt die Absicht bekannt, ein Baugenehmigungsverfahren für die Errichtung eines Offshore-Windparks im Gebiet Saare 7 einzuleiten, das etwa 11 km westlich von Saaremaa liegt, in einem Gebiet, das für die Entwicklung der Windenergie geeignet ist und im estnischen maritimen Raumplan festgelegt ist.

Gemäß dem von Sunly Wind OÜ am 15. Juli 2021 eingereichten und am 2. September 2024 geänderten Antrag auf eine Baugenehmigung sind für das Gebiet Saare 7 46 Windturbinen, ein Umspannwerk und Unterseekabel geplant.

Dem Antrag zufolge beträgt die Höhe der Windturbinen bis zu 165 m über dem Wasserspiegel und der Durchmesser des Rotors beträgt bis zu 264 m. Die Leistung jeder Windturbine beträgt bis zu 15 MW, die Gesamtleistung des Offshore-Windparks beträgt 552 MW. Die maximale Fläche, die durch den Offshore-Windpark belastet werden darf, beträgt ca. 158,9 km².

Alle Interessenten können innerhalb von 60 Tagen, d. h. spätestens bis zum 18. März 2025 um 23:59 Uhr, konkurrierende Anträge für das Gebiet bei der CPTRA einreichen. Die CPTRA führt eine Konformitätsbewertung der konkurrierenden Anträge gemäß Absatz 2 von § 1139 der Bauordnung durch. Wenn mehr als ein Antrag alle erforderlichen Aspekte erfüllt, organisiert die CPTRA eine Auktion und die Antragsteller, deren Anträge als den Anforderungen entsprechend erachtet werden, können an der Auktion teilnehmen. Auf der Grundlage des Antrags des Gewinners wird das Baugenehmigungsverfahren eingeleitet.

Vor dem Bau eines Windparks muss eine Umweltverträglichkeitsprüfung durchgeführt werden, bei der die genaue Anzahl der Windkraftanlagen, Parameter und die Gesamtkapazität des Windparks bestimmt werden. Die veröffentlichte Bekanntmachung über die Absicht, ein Baugenehmigungsverfahren für das Gebiet Saare 7 einzuleiten, ist zusammen mit der Standortzeichnung auf der Website der CPTRA zu finden (öffnet sich in einem neuen Tab).

Die CPTRA ist für die Bearbeitung von Anträgen auf Baugenehmigungen und die Erteilung von Bau- und Betriebsgenehmigungen für Offshore-Windparks zuständig. Derzeit hat die CPTRA die Gewinner von vier Auktionen für das Seegebiet bekannt gegeben und elf Mal das Baugenehmigungsverfahren und die Umweltverträglichkeitsprüfung für Offshore-Windparks eingeleitet, außerdem wurde ein Umweltverträglichkeitsprüfungsbericht genehmigt. Die CPTRA setzt sich dafür ein, dass Offshore-Windparks umweltfreundlich und unter Einhaltung aller Bauvorschriften gebaut werden.

There is an opportunity to submit applications for superficies licence for the establishment of an offshore wind farm in the Saare 7 area west of Saaremaa

The Consumer Protection and Technical Regulatory Authority (CPTRA) announces the intention to initiate superficies licence procedure for the establishment of offshore wind farm in the Saare 7 area, which is located approximately 11 km west of Saaremaa, in an area suitable for the development of wind energy set by the Estonian maritime spatial plan.

According to the application for a superficies licence submitted by Sunly Wind OÜ on 15 July 2021 and amended on 2 September 2024, 46 wind turbines, a substation and submarine cables are planned for the Saare 7 area. According to the application, the height of the wind turbines is up to 165 m above the water level and the diameter of the rotor is up to 264 m. The capacity of each wind turbine is up to 15 MW, the total capacity of the offshore wind farm is 552 MW. The maximum area to be encumbered by the offshore wind farm is approximately 158,9 km².

All interested parties can submit competing applications for the area to the CPTRA within 60 days, i.e. no later than 18 March 2025 at 11.59 p.m. The CPTRA will carry out a conformity assessment of the competing applications pursuant to subsection 2 of § 1139 of the Building Code. If more than one application meets all the required aspects, the CPTRA will organise an auction and the applicants whose applications are considered to meet the aspects can participate in the auction. On the basis of the winner’s application, the superficies licence procedure will be initiated.

Before building a wind farm, an environmental impact assessment must be carried out, during which the exact number of wind turbines, parameters and the total capacity of the wind farm will be determined. The CPTRA is responsible for processing applications for superficies licences and issuing building and operating permits for offshore wind farms. At present, the CPTRA has announced the winners of four auctions for the sea area and has initiated the superficies licence proceedings and environmental impact assessment for offshore wind farms 11 times, also one environmental impact assessment report has been approved. The CPTRA is committed to ensuring that offshore wind farms are built in an environmentally friendly manner and in compliance with all construction regulations.
