Auch wenn in Österreich bereits mehr als 300 kleine Windräder Strom erzeugen, verhindern unter anderem Qualitätsprobleme sowie bürokratische Hürden bei der Errichtung eine Entwicklung ähnlich jener der Photovoltaik. Im Energieforschungspark Lichtenegg versucht man Qualitätsprobleme bei einzelnen Anlagen aufzuzeigen und im Rahmen mehrerer Forschungsprojekte entsprechende Lösungen dafür zu entwickeln. "Die Kleinwindkraft kann einen Beitrag zum Klimaschutz leisten", erklärt Stefan Gsänger, Geschäftsführer des weltweiten Windenergieverbandes WWEA und ergänzt: "Dafür bedarf es aber geeigneter Rahmenbedingungen und dem Willen der Politik, Kleinwindräder auch zuzulassen."
